D.C. Attorney General Opposes Civil Penalties for Out-of-Towners in ...

The public safety division chief of the District of Columbia Office of the Attorney General testified today against proposed legislation that would allow local prosecutors to offer civil penalties to non-D.C. residents charged with possessing unregistered firearms or ammunition.

Criminal defense lawyers and a national prosecutors association offered support for the bill during this morning's hearing, although there was concern about whether the city could face litigation by creating a system that treated residents and non-residents differently under the law.

Deputy Attorney General Andrew Fois, who leads the public safety division, said that the legislation is a "solution in search of a problem" and would send the wrong message about how seriously the District takes violations of its gun laws. Council Chairman Phil Mendelson (D), who introduced the bill, defended it as necessary to make sure out-of-towners unfamiliar with D.C.'s laws aren't unnecessarily caught up in the criminal justice system.

The Administrative Disposition for Weapons Offenses Amendment Act (PDF) would allow the attorney general's office to offer a civil penalty (and, as a result, no criminal record) to non-D.C. residents charged with possessing an unregistered firearm or unregistered ammunition. At the moment, those crimes are prosecuted as misdemeanors.

The bill comes as D.C. officials continue to shape local gun laws in light of the U.S. Supreme Court's 2008 decision striking down the city's handgun ban. A number of lawyers have said they see this latest proposal as part of the city's efforts to extend an olive branch to gun rights supporters.

Mendelson began today's hearing by recounting anecdotes of individuals recently arrested under the gun laws at issue, most of whom said that they were unaware of D.C.'s laws or had forgotten that they had the ammunition or firearm in question in their car at the time. "These different incidents, if they are taken at face value, in my view speak to the need for prosecutors to have discretion," he said.

David LaBahn, president of the Association of Prosecuting Attorneys, spoke in favor of the bill, saying it was in line with the growing number of states trying to write more flexibility into their laws when it came to certain low-level offenses. The D.C. Public Defender Service also expressed its general support for the bill, although Laura Hankins, special counsel to the director, said they would prefer that it cover D.C. residents, noting that such a two-tier system could spark litigation. Patrice Sulton, a member of the legislative committee of the D.C. Association of Criminal Defense Lawyers, expressed similar sentiments and called for Mendelson to ensure the attorney general's office would make the guidelines for such a procedure clear.

Mendelson heard from D.C. resident Dick Heller ? the subject of the 2008 Supreme Court decision and subsequent litigation over D.C. gun laws ? who spoke more generally about his displeasure with the city's gun laws as too restrictive. George Lyon Jr., president of the D.C. chapter of the Community Association for Firearms Education, also spoke in favor of rolling back the city's gun laws, but called the proposed bill a step in the right direction. Josh Horwitz, executive director of the Coalition to Stop Gun Violence, supported the bill, saying it would only rarely come into play and was a commendable attempt by the council to work with all sides of the gun control debate.

Fois spoke last, asking Mendelson and the council to reject the measure. He said it would send "the wrong signal at the wrong time" to the public about the city's commitment to its gun laws. He said that the civil penalty procedure that would serve as the model, known as post-and-forfeit, is inappropriate for gun offenses and should be reserved for offenses such as disorderly conduct. He noted that by his office's math, the bill would have applied, at most, to 18 people last year. Mendelson pushed back, saying that it shouldn't matter how many people might be affected, pointing to other laws, such as the D.C. Innocence Protection Act, that have only applied to a handful of individuals.

Fois said that there were already a number of policies and procedures in place to cover the scenarios Mendelson envisioned in the bill. Assuming the attorney general's office decides to bring charges, he said many of these cases play out through a mechanism known as a deferred-sentencing agreement, where a person agrees to plead guilty but their case is later dropped if they comply with certain conditions, such as a fine or community service. Mendelson said he wasn?t convinced and that he didn't see a reason not to give prosecutors another tool for resolving cases.

The council is accepting public comments on the bill through October 8.

Merkel, Hollande pledge to consult on EADS

LUDWIGSBURG, Germany (Reuters) - France and Germany pledged on Saturday to consult closely on plans by Airbus parent EADS and Britain's BAE Systems to forge a new aerospace and defense giant, but announced no joint decisions on the $45 billion merger plan.

The tie-up would create the world's largest integrated defense and aerospace company with annual sales of $93 billion, but is fraught with national economic and security concerns.

"We didn't make any decisions... it wasn't expected that we would, but Germany and France will stay in close contact on this issue," German Chancellor Angela Merkel said after talks with French President Francois Hollande.

"We agreed that we will investigate the necessary issues intensively with the necessary care, and in agreement with the companies involved," she added.

Barring an extension, EADS and BAE have until October 10 under UK takeover rules to set out detailed plans for the merger. Merkel said the two leaders were aware of the deadlines.

Asked what conditions the two governments had imposed on the deal going ahead, Hollande said: "You can imagine them ... It's about employment, industrial strategy, defense activities, the interests of our respective nations."

A source close to BAE Systems said: "I don't think that (Hollande's comment) is any great surprise to anyone. We are still discussing those sorts of things with the governments concerned."

A spokesman for EADS said, "We will continue our constructive dialogue with the three governments."

Hollande appeared careful to avoid committing to forging a united position with Merkel on the future of EADS, in which the French state owns 15 percent whereas Berlin has no direct stake.

However, he pledged that the European partners would remain in "close consultation" on EADS, which is controlled by a core group of French and German public and industrial interests.

German carmaker Daimler , French media firm Lagardere and the French state all hold stakes.

"OLD COUPLE"

Daimler wants to sell most of its stake to the German government. But EADS, scarred by years of political in-fighting, insists there should be less government ownership rather than more as the tie-up deepens its activities in the United States.

Hollande's stated concern about "industrial strategy" is likely to ring alarm bells among BAE and EADS management. EADS Chief Executive Tom Enders has vowed to prevent any political interference in the ordinary affairs of the enlarged company.

Analysts say Germany, which has long been wary of France's traditionally more hands-on approach to industry, sees the transaction as an opportunity to rebalance its interests.

Under an agreement that led to the creation of Europe's largest aerospace group in 2000, Germany's national interests are protected by Daimler, but the car group is impatient to reduce its involvement to focus on its core automaking business.

The two leaders were speaking at a news conference in southern Germany following an event to mark the 50th anniversary of a historic speech by French leader General Charles de Gaulle.

They had initially been expected to come to a "pre-decision" on the future of EADS, but Germany said on Friday that the meeting would not be the place for joint political decisions.

The pair, whose working relationship is still under close scrutiny due to their different political stables, both said Germany and France bore a special responsibility in tackling the euro zone crisis as countries forming the heart of Europe.

"We are like an on old couple who have been together for a long time, and who sometimes lose their way," Hollande said of the Franco-German relationship. But the bond was precious, fruitful and audacious and must be revived every day, he said.

With the celebration of past Franco-German ties very much the theme of the day, both leaders called their own relationship "friendly".

One area however where both hold opposing views is on the European Commission's plans for all euro zone banks to be supervised by the European Central Bank (ECB).

Paris welcomes the move but Berlin wants only systemically relevant or cross-border banks to be policed by the ECB.

Funding cuts imperil European fight against TB, HIV

LONDON (Reuters) - Cuts in global funding for Eastern Europe and Central Asia are undermining the fight against tuberculosis (TB) and the AIDS virus, threatening to push already high rates of disease and drug-resistance even higher, experts said on Wednesday.

In a report by leading European non-governmental health organizations, the experts called on the European Union to step in to fill the gaps left by global donors to countries within and neighboring its borders.

TB already kills seven people every hour in the European region while 1.4 million people in Europe have the human immunodeficiency virus (HIV) that causes AIDS.

Countries in Eastern Europe and Central Asia have some of the world's fastest growing HIV epidemics, and the region is the only one globally where the number of new HIV cases continues to rise every year. Europe is also home to the world's highest documented rates of drug-resistant TB.

"Diseases do not respect borders," said Patrick Bertrand of Global Health Advocates France, one of the NGOs behind the report.

"To address global health issues such as TB and HIV, the European Union must pay attention to what is happening both within its member states and its neighbors. Now is not the time to falter and allow for all the progress we've made to be lost."

The public-private Global Fund to Fight AIDS, TB and Malaria, the world's largest financial backer of the battle against the three infectious diseases, said in November last year it had been forced to cancel a round of new grants and would make no new funding available until 2014.

Wednesday's report found that because of these shortfalls, caused partly by cuts by some donor governments to aid budgets during economic downturns, and due to changes in Global Fund eligibility criteria, funds for middle-income countries such as some in Eastern Europe and Central Asia have been limited.

As a result, it said, some countries lack the money needed to aggressively tackle their TB and HIV epidemics.

The report noted that the Global Fund not only supports treatment and prevention programs, but also funds civil society organizations that can lobby national governments to begin to fund such programs themselves.

Experts who contributed to the report said underfunding of HIV and TB programs in the Europe "will inevitably contribute" to rising rates of disease and drug-resistance.

"This will cost lives and cause an enormous drain on the European region's economy due to increased treatment costs and lost productivity," they wrote.

The World Health Organization (WHO) estimates that if steps are not taken to address drug-resistant TB Europe, economic losses to the region will be $12 billion within five years.

"This is an issue where the European Union has a unique opportunity to demonstrate leadership and to ensure these vulnerable populations are not abandoned," said Aaron Oxley, director of RESULTS UK, another NGO involved in the report.

The NGOs called for the EU to make targeted investments in the health of its neighbors, where the Global Fund is unable to, and to ensure it honored existing pledges to the Fund and seeks to increase support for it in the years ahead.

The WHO warned last year that multi drug-resistant and extensively drug-resistant forms of TB are spreading at an alarming rate in Europe and will kill thousands unless health authorities do something to halt the pandemic.

US Scientists to Use Chinese Moon Lander for Space Research

A cooperative deal has been inked between a U.S. group and China to use that country's moon lander to conduct astronomical imaging from the lunar surface.

The International Lunar Observatory Association (ILOA) of Kamuela, Hawaii has signed a memorandum of understanding with the Beijing-based National Astronomical Observatories (NAOC) of the Chinese Academy of Sciences. A signing ceremony took place in Kamuela on Sept. 4.

The deal is the first such U.S.-China collaboration centered on using China's Chang'e-3 moon lander now being readied for launch next year.

Dedicated to astronomical research and public education, China's NAOC hosts the Lunar and Planetary Research Center and is the institute responsible for the ultraviolet lunar telescope to be carried onboard the Chang'e-3 lander. That instrument will be operated by the China National Space Administration's Chinese Lunar Exploration Program. [Gallery: China's Moon Photos by?Chang'e?2 Lunar Probe]

The Chang'e 1 and Chang'e 2 lunar orbiters were launched by China in 2007 and 2010, respectively. The most recent orbiter cranked out a detailed map of the moon's surface, including the landing zone picked for the rover-carrying Chang'e 3 lander ? Sinus Iridium (Bay of Rainbows).

Natural progression

"I've been visiting China observatories and astronomy facilities like NAOC for about 15 years, so this memorandum of understanding has been a natural progression," Steve Durst, ILOA founding director, told SPACE.com.

This science collaboration will be part of a mission that will conduct the first soft controlled landing of any spacecraft on the moon in almost 40 years, Durst said in a press statement. It will be the first ever program to conduct astronomical imaging from the moon's landscape, he said.

The ILOA co-sponsors with its Space Age Publishing Company affiliate a number of educational initiatives, international forums to provide increased global awareness of space science, exploration and enterprise, Durst said.

Forums are held in Silicon Valley, Canada, China, India, Japan, Europe, Africa, Hawaii, Kansas and New York. Current plans, Durst said, are for expansion to South America, Southeast Asia, Mexico and Antarctica through 2014.

"We're optimistic that resulting Space Age USA-People's Republic of China -international interaction should be very productive for all," Durst said. The deal struck involved quite an effort, he said, calling it "hopefully quite significant and historic."

Google Lunar X Prize

Durst said that the exchange in kind calls for China's NAOC to receive observing time on the ILO-X and ILO-1 mission instruments ? science gear that's part of the International Lunar Observatory Association's work with Moon Express, a Google Lunar X Prize enterprise based at NASA Research Park at Moffett Field, Calif. That prize has groups vying for a $30 million purse for the first privately funded team to send a robot to the moon.

The ILO-X is an optical telescope precursor instrument, part of a joint venture with Moon Express in a bid for the Google Lunar X-Prize.

In a July statement, Moon Express said it has designed and is building the ILO-X as the first independently developed astronomical telescope that will operate on the moon, looking out at the galaxy and heavens beyond and back at the Earth.

About the size of a shoe-box, the ILO-X will use leading-edge optical and imaging technology to deliver dramatic and inspiring deep sky pictures of galactic and extragalactic objects, according to Moon Express co-founder and CEO, Bob Richards.

ILO-1 is the primary ILOA mission under development by MDA Canada to land a multifunctional 2-meter dish at the moon's south pole to conduct astronomical observation and commercial communications activities.

Regarding the newly signed memorandum of understanding, Durst said: "Of course, I'm both amazed and sad that there's no American lander operating on the moon too?public, private, any kind," Durst said. He called the moon's south pole "the next new frontier."

How weak is US job market? Depends on your numbers

WASHINGTON (AP) ? Is the U.S. job market dismal as Republican presidential nominee Mitt Romney says?

Or is it steadily improving as President Barack Obama contends?

Not to dodge the question, but both men are correct. It's all about how you slice the data.

Romney and his Republican allies like to point to the unemployment rate. It's stuck at 8.3 percent, compared with 7.8 percent when Obama took office. Most economists say "normal" unemployment is 6 percent or less.

Obama naturally prefers to stress the more than 4 million jobs the economy has added in the past 2? years.

Neither figure fully illustrates the state of the job market ? the pivotal issue for many voters in the final stretch of the election season. You have to consider other numbers, too.

What about the number of people who've given up looking for work and so aren't counted as unemployed?

Or the pace of layoffs?

What about the level of job openings advertised?

The job market began strengthening in mid-2010. That was about a year after the Great Recession officially ended. The gains since then have been steady but achingly slow. That's why nearly every gauge of the job market plays into a glass-half-full, glass-half-empty election debate.

Here's an overview of key numbers and the varying stories they tell:

? UNEMPLOYMENT

Romney and other Republicans have stressed that the unemployment rate has topped 8 percent for 42 straight months. That's the longest such stretch since government record-keeping began in 1948.

For Obama, this is probably the most threatening statistic. No president since World War II has won re-election with such a high rate. President Gerald Ford lost to Jimmy Carter in 1976, when the rate was 7.8 percent. President Carter was unseated by Ronald Reagan in 1980, when it was 7.5 percent.

Reagan managed to win a landslide re-election in 1984, when unemployment was a still-lofty 7.2 percent. But the rate had tumbled from a peak of 10.8 percent in December 1982.

A similar trend could benefit Obama. True, unemployment is historically high. But it's down from a peak of 10 percent in October 2009. Some economists argue that the trend in the unemployment rate in an election year affects voters more than the rate itself does. Presidents have won re-election even when unemployment was high ? as long as the rate was trending down.

That said, Obama has a problem: The unemployment rate has stopped declining recently. It's now where it was in January. That could all change in coming months. Three more jobs reports will be issued before the election, including the August numbers that will be released Friday.

? JOBS

Obama and other Democrats point out that the private sector has added jobs for 29 straight months. And over that time, 4.5 million jobs have been added. By contrast, over roughly the same period after the first year of President George W. Bush's first term, only 1.3 million private-sector jobs were added.

But the positive trend for Obama depends on a carefully selected time frame. It counts job gains dating from February 2010. It ignores Obama's first year in office, when employers shed an average of 357,000 jobs a month. And by counting only private-sector jobs, Obama's claim excludes hundreds of thousands of layoffs by local and state governments.

Since Obama took office, the overall economy ? including the public sector ? has lost 316,000 jobs. Private employers have added only 332,000 jobs. Put all that together, and you're a long way from 4.5 million.

The administration's supporters argue that it's fair to exclude the early part of his term. That's because his economic policies, particularly the $824 billion stimulus package, didn't kick in until months after his inauguration.

Even counting the gains of the past 2? years, the economy still has 4.7 million fewer jobs than it did in December 2007, when the recession began.

? THE UNDEREMPLOYED

Many analysts point out that the unemployment rate would be even higher if it included millions of Americans who have given up looking for work. (The government counts people as unemployed only if they're looking for a job.)

Nearly 12.8 million people were unemployed in July. But Romney and his running mate, Rep. Paul Ryan, prefer to cite a different figure: One that also includes people no longer looking for a job and people working part time who would prefer full-time work.

When you add up those groups, plus the unemployed, you end up with 23.5 million. That produces an "under-employment" rate of 15 percent.

The trend is especially stark among younger Americans. An Associated Press analysis earlier this year found that roughly half of college graduates under age 25 are unemployed or underemployed.

? LAYOFFS

There's one clear area of improvement since Obama was inaugurated: Layoffs have plunged.

As Obama has often pointed out, more than 800,000 Americans lost their jobs in January 2009, the month he took office. That was the largest one-month drop in more than 60 years. The pain persisted for months: The economy shed 600,000 or more jobs each month from November 2008 through April 2009. A total of 4.5 million jobs were lost.

The number of people seeking unemployment benefits soared. In January 2009, so many people sought unemployment aid that they swamped the phone lines of some state unemployment offices. Some offices' websites crashed. In the last week of March, 667,000 Americans applied for unemployment benefits, the most in more than 26 years.

Since then, layoffs have dwindled. The economy is steadily adding jobs, however modestly. And the number of people seeking unemployment benefits each week is averaging about 370,000. Still, most economists say that in a healthy economy, applications for unemployment aid would fall to roughly 325,000.

? JOB OPENINGS

The government calculates how many open jobs are available each month. This figure has shown improvement. But it remains below pre-recession levels.

In June, the most recent data available, employers posted 3.8 million available jobs. It was the most in four years ? and 57 percent more than in July 2009, a month after the recession ended. Before the recession, job openings regularly topped 4 million.

And employers aren't filling their openings very quickly. Actual hiring is up only 19 percent since July 2009 ? a much smaller increase than the increase in openings.

The job openings report provides perhaps the best gauge of what the job market feels like for the unemployed. In June, an average of 3.4 unemployed people were competing for each open job. That's down sharply from its peak of 7 to 1 in July 2009. But in a healthy economy, the ratio is usually about 2 to 1.

"We aren't where we need to be," Obama said in an interview with The Associated Press late last month. "Everybody agrees with that."

UN says 100,000 refugees fled Syria in August

GENEVA (AP) ? More than 100,000 Syrians sought refugee status during August in what the United Nations describes as an eye-popping escalation in the pace of departures since the hostilities began.

The August total accounts for more than 40 percent of the 234,368 Syrian refugees who, as of the last count on September 2, had fled for surrounding countries since the uprising began 17 months ago, the U.N. refugee agency said Tuesday.

"If you do the math, it's quite an astonishing number," the agency's chief spokeswoman, Melissa Fleming, told reporters Tuesday at the U.N.'s European headquarters in Geneva. "And it points to a significant escalation in refugee movement and people seeking asylum, and probably points to a very precarious and violent situation inside the country."

The tide in people fleeing the civil war underscores the intensifying violence between President Bashar Assad's regime and the armed anti-government groups.

But even August's figure, which is the highest monthly total so far, only counts refugees who are registered and those awaiting registration. Officials acknowledge the real number of Syrian refugees is likely way above 200,000 since tens of thousands are believed to have not yet registered with authorities.

U.N. agencies will likely come under pressure to revise up their $193 million estimate of the cost to help the refugees this year. That estimate in June was based on the expectation that there would be 185,000 refugees from Syria by the end of 2012.

Of the accounted number of refugees, a little over 80,000 are in Turkey where the borders remain open. Another 8,000 or so waiting to be processed at the border, Fleming said and the Turkish government is making plans to handle at least 150,000 refugees if the conflict keeps worsening.

In recent weeks there has been an influx from the besieged Syrian city of Aleppo and surrounding villages, alongside Idlib and Latakia, two areas where the fighting has been intense.

Jordan has more than 77,000 Syrian refugees, but officials there are bracing for as many as 150,000 refugees and are straining to build more camps to accommodate all those flowing in from Syria's south, where the uprising against Assad's government began in March 2011. Lebanon has more than 59,000 refugees and Iraq nearly 18,700, according to the refugee agency.

The refugee agency and the Syrian Arab Red Crescent are continuing to expand their operations to support displaced Syrians and appealing to all nations to take in Syrians who need asylum.

The U.N.'s World Food Program spokeswoman Elisabeth Byrs told reporters that her agency is scaling up operations to provide food urgently needed by 1.5 million people this month, mainly in areas where there has been fighting and people have been made at least temporarily homeless.

The fighting has spread to the country's two largest cities, the capital Damascus and the commercial hub of Aleppo.

Byrs said more than 264,000 people are taking shelter in public buildings in the Aleppo region ? about 200,000 in rural areas and more than 64,000 in the city proper.

Activists say some 5,000 people were killed in August, the bloodiest month so far in the uprising and more than three times the monthly average. The U.N. children's agency says 1,600 were killed last week alone, another record high.

The two major activist groups, the Britain-based Syrian Observatory for Human Rights and the Local Coordination Committees, have raised their total death toll to between 23,000 and 26,000.

The new president of the International Committee of the Red Cross, veteran Swiss diplomat Peter Maurer, met Tuesday in Damascus with Assad, the Geneva-based group said Tuesday. It said Maurer would brief reporters Friday on the outcome of his three-day visit, which began Monday.

Syria's state-run SANA news agency reported that Assad told the Red Cross it was welcome to operate on the ground in Syria "as long as it works in a neutral and independent way."

A fifth meeting of the U.N.-sponsored Syrian Humanitarian Forum ? made up of hundreds of nations, regional groups, U.N. agencies and non-governmental organizations ? is also planned for Friday in Geneva.

At the last meeting in mid-July the operations director for the U.N.'s humanitarian office said its appeal for $189 million to help people inside Syria was only 20 percent funded.

Toronto Mayor Rob Ford in court to answer to conflict of interest claims

Mayor Rob Ford insisted in open court on Wednesday that he does not believe he broke provincial law when he voted to reverse a council order that he reimburse donations to his private football foundation, in a case that lawyer Clayton Ruby said centres on the chief magistrate?s ?integrity.?

?I define a conflict of interest if it?s both financially beneficial to the city and financially beneficial to myself,? Mr. Ford told his lawyer Alan Lenczner in a packed courtroom at 361 University Avenue, that included his brother Councillor Doug Ford, city hall activists and students.

?There is no interest for the city. This is just my personal issue.?

Mr. Ford is answering to allegations he broke the Municipal Conflict of Interest Act when he voted and spoke about a matter that had to do with reimbursing $3,150 in donations to the Rob Ford Football Foundation. The city?s integrity commissioner ruled the donations were obtained improperly from lobbyists and one corporation that had dealings with the city. Council had demanded he pay the money back in 2010. Having not done so, the city?s integrity commissioner was before city council on Feb. 7 asking for proof of payment.

Court on Wednesday watched a video of the Feb. 7 debate in which the mayor spoke passionately about the charity that raises money to buy football equipment for youth who can?t afford it, and that it did not make sense to ask him to pay back money that he does not see a cent of.

Prominent lawyer Clayton Ruby represents Paul Magder, the Toronto resident who launched the lawsuit against the mayor.

?Mayor Ford wants this hearing to be about kids and the good work he does? with his football program, Mr. Ruby told Justice Charles Hackland in opening remarks.

?That is not what this hearing is about? The issue is the integrity of what Mayor Ford did.?

In his opening statements, Mr. Lenczner, Mr. Ford?s lawyer, argued the mayor had a right to get up and defend himself on a matter that had to do with him breaching the code of conduct.

?This is not a conflict, in the proper term, as it?s understand with a piece of city business. There is no lack of transparency, which is what the municipal conflict of interest is all about,? said Mr. Lenczner.

Mr. Ruby left it to Justice Hackland to decide ?whether it is an honest and good faith belief, or just a smoke screen for determined defiance of the integrity commissioner?s continuing critical examination of [the mayor's] affairs.?

If found guilty of breaching the act, the judge must boot the mayor out of office, unless he believes he violated the act inadvertently, through an error in judgement or deems the money insignificant.

Though the proceedings could see the mayor ousted from his position, Councillor Doug Ford was candid yesterday about his contempt for the case against his brother.

?All the shenanigans, all the backroom deals [at city hall] for years after years and they are going to go after a guy who donates money to needy kids in priority neighbourhoods? It?s a joke,? he said on Tuesday.

?It wasn?t about a city contract. It wasn?t about city money. This is an individual supporting kids, they will twist it any way they can,? said Councillor Ford, who accused the left of ?chasing him down? with a legal fight.

Councillor Ford said Torontonians should be more worried about sole-sourced deals ? he listed the renovation of Nathan Phillips Square and the new streetcar purchase as two examples ? over what his brother voted and spoke to on Feb. 7. The city said the Nathan Phillips Square contract was not sole sourced.

But Councillor Adam Vaughan, a critic of the mayor?s, says the case is about more than the mayor?s efforts with disadvantaged youth.

?The football program, quite frankly, is a red herring. It gives him great cover to do this,? said Mr. Vaughan, arguing that the mayor uses the foundation to advance his reputation and political career.

?It?s a serious issue, it should be in front of the court,? he said. ?Otherwise what?s to stop anybody starting a foundation for the arts, or cricket or theatre and use that money to help build a mayoralty campaign.?

Carroll?s work is the kind that?s never really appreciated as it probably should be, positionally solid and extremely reliable in possession. But scoreless draws on the road (at New England in this case) don?t happen with contributions like his.

You should open each photograph and make sure that the lighting looks right. You can alter the lighting inside the software suite if it doesn't look its best. You should make sure the colors are bright and crisp. You can spend some time cropping the photos if you'd like to capture a certain frame. Once you've finished editing the photographs, there's nothing left for you to do besides print them out. You'll want to make sure that you use high quality paper when printing out these photographs. The higher the quality of the paper, the better each photograph will look. You will also be able to hang the photographs by finding an appropriate frame to go along with each one. If you follow these simple steps, you should have no problem creating photographs that look wonderful when you print them out.
